WHAT HAPPENED

Speaking in Toronto days before flying to Europe, Carney said Canada was seeking a 'unique alliance' with the EU, while officials made clear membership is off the table. The same weekend, The Wall Street Journal reported, from confidential sources, what the talks touch: letting Canadians live and work visa-free in Europe, undersea cables, and routes for Canadian energy to reach European buyers.

Why this matters

Canada's pitch now had a ceiling and a wish list. The ceiling is sovereignty: no membership, no EU authority over Canadian law. The wish list, at this date, is a set of reported negotiating topics, which is a different thing from a set of agreements.
