Brussels summit opens the new chapter
Carney met EU leaders in Brussels for the 20th Canada-EU summit. They announced a 'Strategic Partnership of the Future' and signed a Security and Defence Partnership, a framework for cooperation on defence priorities rather than a binding treaty, and set plans for Canada to join Europe's new defence-buying fund. Underneath sat the existing base: CETA, the free trade deal provisionally in force since 2017.
Why this matters
This summit turned a trade relationship into a negotiating agenda across defence, trade and technology. A framework names intentions; every concrete piece after it still needed its own agreement, which is the pattern the whole story follows.
