WHAT HAPPENED

The Senate Commerce Committee advanced Sullivan's Bycatch Reduction Act. Alaska's full congressional delegation introduced the first version in January 2026, with what SeafoodSource called 'an exclusive focus on supporting research and development.' Sullivan introduced the current version in June as its sole sponsor. It would set a performance standard for pelagic, meaning mid-water, trawl gear. It would require seafloor-contact detection systems and salmon excluder devices, and impose transparency mandates on the North Pacific council. SeafoodSource reports that part of the bill's stated goal is to ensure 'mid-water nets do not operate like bottom-trawl gear.' Four Democrats on the 26-member committee voted no, including Washington's Maria Cantwell, whose state hosts much of the pollock industry. Three pollock associations objected in a joint statement that moving fishing higher in the water column 'will increase encounters with salmon.' Sullivan said he hoped for a full Senate vote as early as the week of September 21. The House was in recess until after the November 3 election.

Why this matters

The bill moved one step and binds no vessel. The pollock associations' main objection was itself about salmon. They argued that lifting nets off the seafloor puts them where salmon swim, and nothing in this story's record tests that.

The Bycatch Reduction Act has cleared a Senate committee and is not law. The US Senate Commerce Committee advanced it on September 16, 2026. It would set a performance standard for mid-water trawl gear, require seafloor-contact detection and salmon excluder devices, and mandate council transparency. It needs the full Senate, then the House, then a signature, and the House was in recess until after the November 2026 election.

Stated position Statement documented. The source records what was said or reported. It does not verify the claim itself.

Three pollock industry associations argue that fishing higher in the water column would raise salmon bycatch. Their joint statement said moving pollock fishing higher 'will increase encounters with salmon.' It said fishing longer to catch the same pollock means more time on the water and higher bycatch rates.

The fleet says a seafloor rule would hurt salmon. Has anyone tested that? →
